The foreign national (FN) must take active part in management of the business. Business investors are assessed based on five criteria as follows:

- official languages,
- experience, and
- adaptability.
They must score at least the minimum point required for selection. Some of the types of business immigration programs are:

The provincial business programs are mostly various types of entrepreneurship with varying requirements and if foreign national (FN) meets the requirements of the program; almost all the provinces will issue a work permit support letter to the FN to apply for two year work permit to allow FN to start the business and upon meeting the contractual conditions for the province/territory, will be issued a certificate of nomination to begin permanent residence application process.
To initiate provincial/territorial business immigration application in most provinces and territories requires creating an expression of interest profile and being entered into a selection pool for a draw and invitation to apply.
